Guan Eng menyasarkan trilion ringgit pembinaan

“Jangan dibiarkan malapetaka Highland Towers berulang.” Namun seruan ini oleh para penghuni di kawasan Tanjung Bungah bagai mencurah air ke daun keladi.

Bukan sahaja pentadbiran Kim Guan Eng enggan mengendahkan keluhan resah orang tempatan malah sebaliknya satu perintah tutup mulut dikenakan ke atas Adun Tanjung Bungah oleh partinya.

Seorang kaunsilor Majlis Perbandaran Pulau Pinang Lim Boo Chang telah memprotes biayaan RM50 juta untuk projek sPICE yang diperuntukkan dalam belanjawan MPPP. Sebagai tanda tidak setuju, Boo Chang melepaskan jawatan kaunsilornya.

Turut memprotes tindakan MPPP ialah seorang lagi kaunsilor Dr Lim Mah Hui.

“If the state government has nothing to hide why hasn’t the agreement been made public,” kata Mah Hui ketika itu (Okt 2011).”

Baru-baru ini pada Jun 25, beliau memberi ucapan bertajuk ‘People, planning and development‘ di satu perjumpaan MPPP.

Teks ucapannya dimuatkan di laman sesawang Penang Forum, iaitu gabungan NGO-NGO utama Pulau Pinang.

“Dalam tahun-tahun kebelakangan ini dan lebih-lebih lagi dalam beberapa bulan kebelakangan ini, penduduk di merata tempat Pulau Pinang telah keluar membantah perbangunan yang sedang berjalan rancak di pulau ini. Bantahan mereka bukan kejadian terpencil tetapi agak meluas ekoran [kerja-kerja pembinaan] sudah menjadi permasalahan masyarakat.

“Untuk menyebut beberapa contoh, penduduk di Pykett Avenue, Jalan Moulmein di Pulau Tikus, Lembah Permai dan Mount Pleasure di Tanjung Bungah, Taman Savoy di Ayer Itam beserta tiga buah persatuan penduduk di Taman Desaria di Sungai Ara menyatakan protes terhadap projek-projek di kawasan mereka yang bakal merendahkan atau memudaratkan tahap kualiti hidup persekitaran (living environment).

“[Misalan] Sebuah pangsapuri 30-tingkat boleh diluluskan pembinaannya secara mendadak di kawasan perumahan di mana pemilik rumah pun sukar untuk mendapat kebenaran membina sebuah kediaman tiga tingkat.”

Mah Hui juga mendedahkan bahawa jawatankuasa khas ditubuhkan untuk tujuan melicinkan perhubungan pihak berkuasa dengan pemaju, jurubina dan jurutera. Fungsi jawatankuasa khas ialah untuk memudahkan gerakan projek-projek pembangunan.

Beliau juga membayangkan bahawa asalkan keperluan teknikal mampu dipenuhi, projek-projek pembangunan diluluskan dengan begitu cepat sekali pada masa sekarang.

Katanya persemukaan penduduk setempat dengan pemaju hartanah umpama pertarungan berat sebelah di antara David dan Goliath kerana individu yang kurang mengetahui butiran rumit perundangan dan garis panduan perancangan tidak akan berupaya untuk menyaingi syarikat-syarikat pemaju yang mempunyai sumber kewangan besar dan perkhidmatan pelobi terancang.

“They [residents] do not have access to documents and information to assist them in their objections and appeals. On the other hand, developers are companies with vast financial resources and well-organised lobby groups. If you take them to court or they take you to court, they can hire the best lawyers in town and drag on legal cases for long periods. In short, it is a battle between David and Goliath.”

Seterusnya Mah Hui mengesyorkan supaya dikaji semula isu-isu berikut: Kepadatan penduduk di projek pembangunan sama ada perumahan atau perdagangan, tempat letak kereta yang mencukupi, had ketinggian bangunan, pembinaan di lereng bukit, dan penyediaan prasarana.

Berkaitan perkara prasarana, Mah Hui mengamati bahawa amalan masakini adalah untuk mengizinkan pemaju membangunkan sesuatu tapak tanpa prasarana (jaringan jalan masuk, contohnya) disiapkan terlebih dahulu.

Beliau juga menegaskan bahawa perlu wujud proses yang lebih demokratik bagi perancangan pembangunan di Pulau Pinang.

Nampaknya agenda untuk membina dengan sepantas mungkin dan sepadat mungkin untuk mengaut keuntungan sebanyak mungkin dalam jangka waktu sesingkat mungkin sedang berjalan lancar di bawah rejim Kim.

Kerap kita mendengar ada projek yang bernilai berbilion-bilion ringgit diadakan di sana sini Pulau Pinang. Agaknya si ketua menteri yang begitu suka MASUK BAKUL angkat sendiri akan mengumumkan bahawa kerja-kerja pembinaan di republik kecil utaranya itu akan mencecah satu trilion ringgit tidak lama lagi.

Lakaran The Light Waterfront di atas yang nampak macam gambaran pemandangan Singapura Utara ialah sebuah projek IJM Land bernilai RM6.5 bilion.

“Through CAT (Competent, Accountable and Transparent) governance, the state government continues to drive positive changes and upheld accountability in the affairs of the state as well as public policies. Without any doubt, policies and guidelines can be reviewed, updated or changed as necessary but the principles of good governance can never change.” …

“Penang is one of the top 3 cities in Malaysia that appeals to the foreign buyers under the MM2H [Malaysia My Second Home] program. I am confident with the recent announcement of 84 flights from Singapore per week by March 2010 coupled with direct flights to Madras in 3 months time, Penang will be an even more happening place soon. Therefore, REHDA members should try to capitalize on this MM2H segment and we urge all REHDA players to aggressively focus on providing buildings that are of high quality and world class so that visitors can be attracted to purchase properties under the MM2H Program.

    Methinks that everyone should be taught a lesson. Since I’m anti-politicans because semua sama2kan? Hanya kulit dan hiasan berlain aje.

    Reading Joceline Tan’s piece today “Uphill battle for residents” I think that members of the Tanjung Bungah Residents Association should run for wakil dewan negeri. She states that these guys/gals from “The TBRA is quite a fierce group. They comprise the middleclass and professionals who are articulate, and know their rights and how to use the media. They have held several protests against the state of affairs.”

    So TBRA under the leadership of YB Teh Yee Cheu should prepare to go to the polls and try to capture 3 – 5 seats as independents. Jangan main2 dgn rakyat. People’s Power! We not stupid.

    Celako, dulu di tipu, sekarang orang baru mahu cuba muslihat ajaib lagi.

      What I found shocking was this part (below) of the Beloved Chief Minister’s response to Jos’ column.

      He’s so kiasu that he resorted to making a personal innuendo against a complainant — an affected resident.

      LGE’s press statement said:

      “We know this decision will not make existing hill slope residents like George Aeria happy. For that reason, we would respect his choice should he decide to switch back his support to BN and trust the very party that has caused the problems in the first place. George Aeria will have to think through carefully whether BN can be trusted not to approve new hill projects above 250 feet or be able to cancel existing projects BN had approved prior to 2008.”

      There is no call at all for a CM to stoop so low as to make such a snide about how a private citizen might choose to cast his vote in future.

      Previously over the RM8 billion undersea tunnel/highways also, Dear Leader not only attacked the CAP president but singled out the NGO’s staff for personal attention too. And his henchman Zairil attacked a blogger Khoo Kay Peng over the same issue.

    The main problem lies in Tanjung I, II & whatnot… Although many comments in your blog seem to think that all Chingkies & Cina Kui are a useless lot, money on their minds, deserve to balik Tongsun… they can rest assured that Chinese fully understand the politics of the day, which is not putting the Malays down but trying to set a level playing field as in the case of even supporting Mahathir & Badawi when needed.

    Back to the Tanjung stuff… with much failure, a little sucess is misinterpreted. The good people of Penang voted Gerakan (who was opposition at that time) to give a chance, kept giving them a chance until “seedless durian” came along, thereby denying DAP early entry to the state government.

    But rest assured, DAP should keep up their rhetorics and antics against the good people of Penang. CAP is like part & parcel of the Penang culture. Attacking it and its leaders is like asking Penangites to thrown Ghee Hiang biscuits over the jetty.

    Thereby I reinterate my feelings of asking TBRA leaders to run as state representatives to teach politicians a lesson seeing that Penang stands a 50:50 chance at this moment for either side. Mesti ajar kuat2 lor….

    Terjawablah kenapa dia tuduh polis tidak menjaga keselamatan dirinya tempoh hari, dia perlukan khidmat outrider dan bodyguard sebab dia rasa layak dan mungkin telah berangan-angan sebagai PM, PM Republik Singapura Utara.

    Seeing lim guen eng have to use BN or UMNO to make aeria look like the bad guy is like the pulliyal catholic greg lopez calling commentators here muslims to make him the winner.

    To thse anglophiles, despite their cherished everyone is equal before the law and that govt must spearhead good governance is all hypocritical crap…. bangladesh has had a loan to build a bridge cancelled by the world bank because they think that bangladesh is corrupt but does not bat an eye as the PIIGS swallow billions of euro to bail out their corrupt and unregulated banks….

    Lim guan eng and the anglophiles are an extension of the current european/US financial crisis… corrupt, greedy, thieves (like they steal libyan sovereign wealth) and most of all hypocritical.

    Kim Guan Eng specifically and DAP in general will no longer have credibility on the topic “cost of living in Malaysia”, if they can’t even create affordable housing in Penang…

    Has anyone of these DAPsters from the island even visited their stakeholders in Bukit Mertajam, Butterworth and other parts of Seberang Perai? Less than half of Penangites actually live on the island, based on 2010 census.

    Penipuan oleh Lim Guan Eng (keratan surat diterbitkan di dalam portal Malaysia Today)

    ‘As an estimate to the possible compensatory costs involved, Boustead Holdings Bhd is making a claim of RM60 million from MPPP following a reduction of the height of its building from 12 storey to 5 storey in the George Town Heritage area to comply with the 18 meter height requirement of UNESCO World Heritage City Guidelines. Again the 12 storey height limit was approved to Boustead by the previous state government, which broke its promise to UNESCO that no such approval above 5 storey would be given.’

    Yes that what he wrote.. liar liar pants cought on fire.. UNESCO Heritage tittle were given in JULY 2008 yup..so the statement of broken promises by BN doesnt exist but a big spin by our dear leader.. tqvm

      Yes approval was given before the gazetted in July 2008 and formal announcement in November the same year. Technical mistake by the previous administation is quite sure but you can forgive them if the have no idea that UNESCO requires that. But to say broken by
