Projek RM8 bilion: NGO yang kritis diserang Guan Eng

Sudah menjadi darah daging DAP mengelak hujah dengan menyerang peribadi.

Baru-baru ini S.M. Mohamed Idris, presiden Persatuan Pengguna Pulau Pinang, telah dicop sebagai “orang tua” oleh setiausaha agung DAP kerana mempertikaikan ketelusan projek prasarana kerajaan negeri yang bernilai RM8 bilion.

Tambahan lagi, pelbagai tohmahan telah dilemparkan terhadapnya oleh sibertrooper-sibertrooper Lim Guan Eng, presiden CAP itu mengkhabarkan kepada NST hari ini.

Beliau juga turut dipetik sebagai berkata:

“In politics, it is dangerous when autocracy dictates a governing style. Everything a politician says is ultimate and everything else is discounted.”

Untuk versi bahasa Melayu, boleh rujuk Utusan Malaysia, ‘Musa selar Guan Eng hina Presiden CAP‘ (Mac 10) dan ‘Guan Eng bukan tuhan – CAP‘ (Mac 12).

Sebelum itu, CAP melahirkan kekecewaannya dengan berkata:

“CAP is compelled to respond to the unwarranted outburst by Penang Chief Minister YB Lim Guan Eng on CAP’s complaint on the lack of public consultation by the state government on some recent mega projects.” [bold emphasis mine]

Projek prasarana yang disebutkan itu membabitkan terowong bawah laut sepanjang 6.5km yang menghubungkan Persiaran Gurney dengan Bagan Ajam di tanah besar serta tiga batang jalanraya:

  • 15km menghubungkan Tanjung Bungah-Teluk Bahang
  • 5km pintasan Persiaran Gurney-Lebuhraya Tun Dr Lim Chong Eu
  • 5km pintasan Lebuhraya Tun Dr Lim Chong Eu-Bandar Baru Air Itam

Maklumat lengkap tentang projek pengangkutan RM8 bilion itu tidak berikan kepada orang ramai.

Apabila ditanya pemberita sama ada projek-projek tersebut adalah sebahagian daripada Pelan Induk Pengangkutan dan Pengurusan Lalulintas Negeri Pulau Pinang, Guan Eng dengan selamba menjawab terowong dan jalan-jalan sejauh 25km itu merupakan satu “bonus”.

“These are very expensive projects. The approach we are taking is that if successful, the projects are a bonus to the [transport] master plan …”, kata Guan Eng.

Inilah kaedah ‘bulan jatuh ke riba’ khusus bagi penduduk kesayangan oleh ketua menteri yang begitu murah hati. Apa lagi agaknya yang mungkin di’hadiah’kan oleh kerajaan diterajui DAP kepada rakyat kelak nanti?

Mohamed Idris telah membidas Guan Eng dengan berkata:

“The notion of a bonus is something that is additional to what has been agreed. Presumably, Lim has persuaded himself that he is giving Penangites a gift in addition to what they bargained for. That may very well be so but the point is, that is effectively an admission that the projects were never part of the master plan. An attempt to pass them off as a bonus cannot make them so.” [bold emphasis mine]

Gaya Guan Eng menangani kritikan ialah melalui cara cuba mengaitkan pihak yang mengemukakan soalan itu kepada Umno. Cekupan kenyataan akhbarnya:

“CAP bukanlah satu-satunya organisasi yang menentang 4 projek infrastruktur tersebut. Bahkan BN dan Timbalan Perdana Menteri Tan Sri Muhyiddin Yassin telah menentang pembinaan terowong bawah laut dari Persiaran Gurney ke Bagan Ajam pada 17 November 2011.

“Walaupunbagaimanapun maklum balas awam daripada rakyat Pulau Pinang terutamanya di Persiaran Gurney dan SPU menunjukkan bahawa majoriti besar orang Melayu, India dan Cina menyokong dan mahu projek infrastruktur ini diteruskan.”

Eh, sekarang Guan Eng merasakan ada perlu menyebut bahawa “orang Melayu, India dan Cina menyokong projek” walhal dialah yang selalu kuat mengutuk sesiapa yang membezakan kaum. Bukankan partinya sendiri yang kononnya buta kaum serta menggembar-gemburkan fahaman bangsa Anak Malaysia?

Dan kenapa pula dia sengaja sebut Cina paling akhir sekali? Nyata Guan Eng begitu perasan.

KEKALUTAN DI SUBANG, SHAH ALAM & PJ

Sementara itu sebuah lagi negeri Pakatan juga sedang berperang dengan NGO pengguna.

Dr Jacob George, Presiden Persatuan Pengguna Subang dan Shah Alam (Cassa), dilaporkan telah menyerahkan bukti kepada Suruhanjaya Pencegahan Rasuah Malaysia berkaitan penyelewengan dalam pemberian kontrak pengutipan sampah. (Rujuk ‘Garbage corruption’: Cassa provides proof dalam FMT hari ini)

Semenjak mendedahkan kepincangan prosedur majlis-majlis perbandaran Selangor, beliau mendakwa telah menerima ugutan melalui panggil telefon dan SMS.

Nampaknya segenap lapisan masyarakat NGO sudah mula memberontak terhadap Pakatan termasuklah NGO-NGO hak binatang yang membantah pelantikan seorang kaunsilor Majlis Perbandaran Petaling Jaya.

Kebanyakan kaunsilor MPPJ adalah orang Pakatan yang dicalonkan oleh parti. Pelantikan tiga orang mereka (daripada sejumlah 24 orang ahli majlis) masih mengundang kontroversi.

    CAP president S.M. Mohamed Idris, I think, is not motivated by politics.

    Lim had refused to accept the invitation until he had consulted anti-Lynas groups.

    He added that his personal preference was not to meet Curtis but for Curtis to meet anti-Lynas groups in Malaysia.

    Lee Chin Chen, a Himpunan Hijau committee member, said last Tuesday that the anti-Lynas group would discuss the matter.

    Himpunan Hijau has yet to publicly reveal their decision with regard to the email invitation.

    Keep the momentum going against LGE

    His refusal to meet with Lynas CEO is a mark of cowardice. He is scared when confronted by a gwai loh is it?

    My view of lynas issue is that it’s 90% politics, rest is public ignorance. The radiation contamination issue is neglible, from a technical standpoint.

    There are other things just as, if not more scary than radiation. I went to Gebeng many times before I left Malaysia. I visited a few plants there. One makes Methyl Tertiary Butyl Ether (MTBE), which is a fuel additive. It is known by the US EPA to contaminate groundwater and potentially act as a carcinogen. However, there isn’t a concensus.

    When I visited the MTBE plant more than 10 years ago it was Petronas plant . I don’t know if if they divested that asset recently. Petronas is good at managing public perception.

    Gebeng is an industrial site, many other things there you don’t want to know about. I can tell you that even the entire place smells different.

    Sometimes I wish to shout you can’t handle the truth like jack nicholson did in a Few Good Men. There are so many things that Malaysian people are ignorant about. But both sides of political divide aren’t good at revealing the truth.
